Don't just, simply, only TELL of his works, tell of them WITH rejoicing
The context correlates offering sacrifices of thanksgiving to Yahweh (a public offering that accompanied a meal in the temple) WITH telling of the works of Yahweh. But simply telling of the works of Yahweh is insufficient. The imperative (and it is an imperative) in the second clause demands that the telling be accompanied WITH REJOICING.
The picture painted here is more explicit in the Hebrew:
וְ֭יִזְבְּחוּ זִבְחֵ֣י תוֹדָ֑ה וִֽיסַפְּר֖וּ מַעֲשָׂ֣יו בְּרִנָּֽה׃
The last clauses says “and they will be telling/tell [imperative] (stories) of the works/doings of him (Yahweh) IN SHOUTING/RINGING CRY/ LOUD JOYFUL PROCLAMATION”
This is a command for God’s people.
